GIS Data During a Public Health Emergency
During a public health emergency, it is critical to understand the affected populations' needs and implement a whole community approach to providing equitable services and resources. Accessing or sharing GIS data can help inform decisions about resources and strategies quickly. However, many organizations have questions about data privacy, data ownership, and how to find and share data. This toolkit will answer those questions.
The Role of GIS Data
FEMA maintains a Comprehensive Preparedness Guide (CPG), which provides guidance on the fundamentals of planning and developing emergency operations. The guide shows us that:
GIS tools can inform capabilities-based, function-based, and scenario-based operational planning.
GIS tools help planners understand their jurisdiction’s characteristics and composition.
GIS tools can offer findings relevant to understanding risk.
Esri's Industry Perspective brochure, Strengthening Public Health Preparedness with GIS, outlines lessons learned about the role location plays in public health preparedness. According to the document, "GIS offers the opportunity to scale standard operating procedures; implement new response and recovery applications; engage with the public; and collaborate across organizations. Communities can also maximize resources using GIS, whether responding to a toxic spill, extreme heat waves, natural disasters, or pandemics."
